About holding an event

International Folklore Festival «Sources of Culture»

SECTION 1.General Placement

1.1. Place and time of the event taking place

Ukraine, 2010

1.2. Founders of the event

National artist of Ukraine, professor Zlotnik Alexandr, International artistic project «Hope», International Protection of Rights Federation

1.3 List of organizations, which take part in carrying out the even
  • The International Federation of Protection of Rights
  • The Ministry of Culture and Tourism of Ukraine (upon agreement)
  • The Ministry for Foreign Affairs of Ukraine (upon agreement)
  • The Ministry of Family, Youth and Sports of Ukraine ((upon agreement)
  • The Ministry of Education and Science of Ukraine (upon agreement)
  • The Ministry of Defence of Ukraine (upon agreement)
  • The Ministry of Ukraine concerning emergency situations and on affairs of protection of the population from consequences of Chernobyl accident (upon agreement)
  • Other organizations and private persons under the additional agreement.
1.4 Achievement of the event

Assistance to creating in the world a positive image of Ukraine, development, and popularization of national cultures.

1.5. Goal of the event
  • Development and creation in the world centers of admirers of Ukraine.
  • Assistance to the international tourism.
  • Education of people in the spirit of respect and friendship with representatives of other nations and the people.
  • Search and support of new talents.

Two tendencies with different vectors simultaneously operate in the modern world: propensity of the states to the international integration and desire to save self-identification. The festival is directed on proving through art that these tendencies not only aren't at enmity, but together conduct the world to progress.

SECTION 2.Organizational Principals of carrying out the event

2.1 Nomination of the Festival
  • Scenic folklore art – vocal, choreography, instrumental music, original genre and circus art, folk theatre.
  • The applied art – embroidery, carving, cutting, forge business, painting, decorative, national costume, etc.
  • Separate nominations for the military (militarized) collectives and executors are established.
  • Nominations are established both for separate executors, and for collectives.
  • Nominations are spent in different age groups: children, youth, teens, adults, veterans.
2.2 Possibilities for the Participants

Participants of the festival have the possibility to:

  • present the Ukrainian audience and guests of the country cultural traditions of his country and ethnicity
  • meet thanks to the excursion committee, cultural traditions and nationalities residing within Ukraine.
  • raise his artistic level, taking part in master-classes, through exchanging experience with participants, which are presenting other cultures.
2.3 Possibilities for the Sponsors

Sponsors of the festival have the ability to:

  • take part in the nomination of trade marks and companies for contributing in the cultural development and strengthening the friendships between nations and countries;
  • advertise his name and trademark on all events of the festival and on mass media material;
  • present his production and services on all events of the festival;
  • establish nominations, prizes, money and other goods, for the participants.
2.4 Structure of Festival Staff

The Festival Organizing committee invites outstanding state and public figures, businessmen, to be in quality of co-presidents of the Festival.

Into structure of Organizing committee founders involve: representatives state and public organization, the company and private persons, and also representatives of the diplomatic missions accredited in Ukraine who divide the goals and situations of the Festival and with their actions and sources can promote their achievement.

Into structure of Jury the Organizing committee good attributes would be: outstanding artists of art and culture and art, who divide the purposes and goals of the Festival and have the possibility of their job in Jury to promote their achievement.

2.5 Additional Information

Within the limits of Festival additional competitions can be held, in particular "Ethnic cuisine", photo competition «My country» and to that similar theme. The list of such competitions and especial conditions of participation in them are published separately.

SECTION 3. Order of carrying out of event and order of representation of Documents

3.1 Order of carrying out the event

Selection round

  • Correspondence, on the basis of the video data sent in by participants (January-March, 2010)
  • For participants from Ukraine there will be a final all-Ukrainian selection by results of preliminary correspondence selection (April-May, 2010)

Closing round

  • concerts and exhibitions of the winners of the selection round in cities of Ukraine(August-October 2010)
3.2 Order of Representation of documents

Applications are accepted from the moment of reception by participants of the information on Festival. Participants send application forms for participation to Organizing committee with instructions of the personal data, the description of performance numbers, and add their video (videocassette VHS, DVD, video-CD). For arts and crafts the photo is possible.

Applications of foreign participants can be passed to Organizing committee through diplomatic missions of the corresponding countries in Ukraine.

The jury (the selection commission) defines the best jobs and sends to winners of correspondence stage of the invitation:

  • To foreign participants it is direct on participation in final round (till April, 15th in 2010)
  • Participants from Ukraine can receive the preliminary invitation to participation in internal final selection all-Ukrainian round by results of preliminary correspondence selection (till April, 1st in 2010) or is direct on participation in final round (till April, 15th in 2010)

SECTION 4. Participants of the Event

4.1 General requirements
  • age, citizenship, sex, race, etc - without restriction.

Can take part as separate performers (masters) and such as groups.

4.2 Participants Responsibilities

Participants are required to present documentation proving who they are.

Participants DO NOT have the right to make deals with a third party regarding their participation in the festival without the permission of the Organizing committee.

Participants without doubt trust the decision of the Jury Committee and agree that the decision of the Jury aren’t subject to appeal.

Participants give up to the Organizing Committee irrevocable and free rights to author and adjacent rights on presenting mass media and in materials of commercial and characteristic: Data, images, presenting of performance, and their other activity connected with Festival.

SECTION 5. Rewarding the winners of the event

Participants of the final tour are awarded with honored diplomas.

Winners in different nominations and age groups receive diplomas of  winners - I, II and III category and medals.

Those who receive the Grand Prize receive a diploma and honored prize.

Sponsors, public and government organizations can establish their own money premiums, prizes and other gifts for the participants of the Festival.

SECTION 6.Financial Terms and Conditions of carrying out the event

Postage of Applications and video-material sent to the Organizing Committee is in expense of the participant.

Participants of the Final Tour personally pay for:

  • traveling fare from his country and back (for international participants)
  • consulting (paying for visas if necessary for international participants)
  • medical insurance ( for international participants)
  • residing and food during stay in territory of Ukraine (the Organizing committee assists in selection of residence and food plan according to requirements and financial circumstances of participants);
  • payment to the Organizing committee, which consists of admission fee and gathering of person per every day of stay:
    • a) admission fee (for each application): for 1 participant – 150 euros, for collective to 3 persons – 300 euros, for collective more than 3 persons – 400 euros. The admission fee is paid by participants within 30 days after reception of the invitation from Organizing committee and is acknowledgement of participation in Festival. The admission fee doesn't come back in default from the subsequent participation in Festival.
    • b) fee from each person (25 euros a day) is paid by participants after the arrival to Ukraine.

SECTION 7. Financial Resources of the event and expenses(the budget of the event):

Income of the events budget consists of:

  • payments given in by the members of the Organizing Committee (registration gathering and gathering for every person);
  • financial support from sponsors
  • grants or the charitable help of public organizations and welfare funds.

Expenses of the events budget consists of:

  • wages of production and administrative group, the artistic personnel, judges (including charges on wages);
  • traveling and living expenses and the expenses connected with stay of participants of the event, members of the Organizing committee and jury, members of production, and administrative group, and the artistic personnel;
  • the expenses connected with rent of vehicles (delivery of participants to location of the Festival);
  • expenses on the organization of concerts and exhibition events (rent of premises, technical equipment, production expenses);
  • expenses on poly graphic services (manufacturing of printed goods);
  • expenses of the Festival involving illumination in mass media (including on the organization of press conferences);
  • expenses on prize fund;
  • expenses on the excursion program for participants of Festival;
  • other expenses (telecommunication service, postal-telegraph, office equipment service, and so forth).

Organizing committee and participants can involve sponsors for payment of the expenses.

SECTION 8. Informational Supply of the event

The festival event is widely spread in the Press, on the radio and television, and also on the Internet. Press Conferences will be held for the following: members of the Organizing Committee, outstanding representatives of culture and art, representatives of the diplomatic corps, sponsors, and participants of the festival.
